Setting an Example to Promote the Development of Green Building Materials

In the context of China's national goal of "carbon peak" and "carbon neutrality," energy efficiency and emissions reduction in the construction industry are vital strategies to achieve "dual carbon" objectives. As the most essential "component" of entire buildings, building materials directly determine a building's energy efficiency. Therefore, green building materials have become essential support and critical components in realizing the various functional goals of green building.
— Upholding Demonstrative Leadership: In recent years, government departments like the Ministry of Housing and Urban-Rural Development have introduced a series of measures to promote the purchase of green building materials and improve building quality. In October 2020, the Ministry of Housing and Urban-Rural Development and the Ministry of Finance jointly issued a document to identify six cities for a pilot project supporting the purchase of green building materials to enhance building quality, promoting green building and green building material applications. Building on the solid foundation laid by the first group of pilot cities, the policy scope was expanded to 48 cities (districts) in October of last year. In March of this year, the "Implementation Guidelines for Policy Projects Supporting the Purchase of Green Building Materials to Enhance Building Quality" was issued.
Through the government's pilot project to support the purchase of green building materials and activities promoting the use of green building materials in rural areas, the potential for green building materials consumption has gradually been unlocked. Data shows that in the first half of this year, the operating income of green building material products exceeded RMB 100 billion, with a year-on-year growth of over 20%. Among these, sales on e-commerce platforms reached nearly RMB 2 billion, an increase of 27% year-on-year. A total of 2,223 new green building material product certification certificates were issued, an increase of 72.1% year-on-year, with 1,115 certified production companies, a 70.2% increase year-on-year. As of the first half of this year, a total of 6,054 green building material certification certificates have been issued, up 58.0% from the end of 2022. With the progress of the pilot projects, more extensive and robust efforts will be made to unlock the potential for green building materials consumption and generate more momentum for industry development.
— Increasing Promotion Efforts: Data suggests that green building materials have become a new "blue ocean," with significant untapped market potential. However, there are still several difficulties and bottlenecks in the practical promotion of green building materials. On one hand, the potential in lower-tier markets has not been fully exploited. On the other hand, there is an inadequate and non-optimal supply on the supply side.
In fact, green product certification is a significant driver and measure to promote the green development of the building materials industry. As a province with a prominent building materials industry, Jiangsu Province recently issued a three-year action plan for the high-quality development of the green building materials industry to accelerate the green and low-carbon transformation of the building materials industry and achieve high-quality development. The plan proposes the promotion and application of green building materials and the active promotion of green building materials product certification. It supports third-party organizations in applying for green building materials product certification qualifications. Efforts will be increased to interpret and publicize the national catalog of green building materials product certification and the implementation rules to guide building material production companies in applying for green building materials product certification.
The plan also includes initiatives to promote green building materials in rural areas, striving to become a national pilot for bringing green building materials to rural areas and expanding the influence of the green building materials outreach program. Local governments are encouraged to purchase green building materials in projects related to people's livelihood and the development of beautiful countryside, promoting the synergistic development of green building materials and green construction. By adopting new construction methods, the plan promotes the use of green building materials in government procurement projects and "zero-waste city" construction projects, fostering green consumption and steadily increasing the application of green building materials in construction.
At the same time, there will be a strong emphasis on promoting a green, low-carbon, civilized, and healthy lifestyle and consumption pattern. This will be achieved by creating a green consumption atmosphere throughout society and ensuring that the concept of green, low-carbon consumption takes root in people's hearts. It is also crucial to leverage the role of social organizations in this endeavor, by organizing events such as expos and technology promotion conferences, strengthening industry exchanges and cooperation, and creating a favorable environment where all stakeholders are actively engaged in supporting the high-quality development of green building materials.
In Shandong Province, the Department of Housing and Urban-Rural Development, the Department of Finance, and the Department of Industry and Information Technology jointly issued a plan to advance the pilot project for government procurement to support green building materials and enhance building quality. The plan emphasizes the active role of industry associations and organizations, regularly conducting exchanges between construction project units, design units, and building material companies to mobilize proactive participation and drive the effectiveness of green building materials pilot projects.
—Excellent Project-Driven: "One project is a new growth point; another project is a new growth points." In Shandong, the plan emphasizes the need for increased project financing support. It encourages pilot cities to organize comprehensive demonstration projects that combine green building materials with green construction, prefabricated construction, and ultra-low energy consumption buildings. These projects will be prioritized for national and provincial awards such as the Luban Prize and National Quality Award.
In Gansu Province, Pingliang City has significant mineral resources such as limestone, sandstone, dolomite, and ceramic clay, with considerable development potential. Leveraging these resource advantages, Pingliang City issued a work plan for the green building materials industry chain, an industry policy list, and a project list. It adheres to a project-driven approach, list-based management, milestone-based scheduling, and wholeheartedly promotes the extension, supplementation, and strengthening of the green building materials industry chain. Five main directions were identified: cement products, environmentally-friendly lime, new wall materials, regional stone materials, and prefabricated construction. They plan to implement 59 green building materials projects this year with a total estimated investment of RMB 9.067 billion, with a planned investment of RMB 2.785 billion in the current year. Sixteen projects including New Century Building Materials' 1 million square meters of sponge city research and development product production line have been completed and put into operation. Seven projects, including comprehensive utilization of industrial waste, have completed their first-phase construction tasks, and four projects, including building materials manufacturing plants, have completed the main body of the work. Four projects, including a 450,000-ton commercial asphalt concrete mixing plant and a 600,000-ton water-stable material mixing plant, are undergoing equipment installation.
In Sanmenxia City, Henan Province, they actively implement the concept that "Green Mountains and Clear Waters are Golden and Silver Mountains." They are vigorously promoting the green, low-carbon development of the building materials industry, promoting the integration of green building materials, green construction, and green architecture. Government investment projects and large public buildings are used as demonstration projects, and they are supervised throughout to promote the healthy development of the industry. They are continuously transforming traditional ready-mix concrete companies into prefabricated construction enterprises and optimizing the production of components. By continuously guiding and providing follow-up services, they are nurturing a group of technically advanced, professionally supported, and well-managed prefabricated industry chain enterprises. They aim to complete the construction of a green building materials base by 2025, forming a comprehensive industrial development pattern with a full range of products and perfect support.
